ALFOODACTs

HQ DLA, through its primary level field activity, DSCP, acts as the sole agent for DOD to coordinate recalls which may involve the military services. The DOD's ALFOODACT system is designed to provide worldwide distribution of Food and Drug Administration (FDA), U.S. Department of Agriculture (USDA), U.S. Department of Commerce (USDC), Defense Supply Center Philadelphia (DSCP), or other Government or non- Government agency recalls and potential recalls of hazardous, tampered or suspected tampering of foods or nonprescription drugs, nonprescription medical devices, and health and beauty aids that are, or may be expected to be in military accounts. The ALFOODACT message contains specific information and instructions on how to identify and dispose of the product. DSCP posts all ALFOODACTs to the DSCP Food Safety Web Page and US Army Veterinary Command's Lotus Notes ALFOODACT database. Additionally, DSCP emails these alerts to all activities/agencies/individuals, which have requested immediate notification. The ALFOODACTs are also distributed using Defense Messaging Dissemination System.

DSCP will issue an ALFOODACT when:
  1. FDA or FSIS notifies them that the DOD has procured the product.
  2. DSCP receives notification from the field that the product has been identified in the DOD system.
DSCP Alerts
A DSCP Alert is initiated when there is a possibility that product may be in the DOD system. These alerts are NOT identified as an ALFOODACT. The alert starts with the following statement: "At this time we can not exclude the DOD as a customer of products associated with subject recall. We are currently investigating to determine the extent and location of product under recall." DSCP posts all Alerts to the DSCP Food Safety Web Page and Veterinary Command's Lotus Notes ALFOODACT database. Additionally, DSCP emails these alerts to all activities/agencies/individuals, which have requested immediate notification. When reporting results yield positive findings, an ALFOODACT is initiated.

Message Recipient Responsibilities
When activities/agencies/individuals receive the message, they should follow their ALFOODACT recall procedures outlined their Command's SOP or other directive. Those procedures should at a minimum, include the following:
  1. Ensure that ALFOODACT reaches the widest dissemination, and determine (through inventory) if recalled product is on hand.
  2. If product is on hand, follow the instructions outlined in the ALFOODACT, usually found in # 7 or # 8 in the body of the message. At a minimum, message recipients will be instructed to secure recalled items in a "Medical Hold" status, pending further guidelines from DSCP. The ALFOODACT may contain additional instructions, depending on the nature of the recall. To ensure that all necessary actions are taken, Accountable Activities should thoroughly review the contents of the message.
  3. If Accountable Activities do not have recalled product, DSCP requires no further action.
